The Railroad Protector Plan (RRPP)
Program Parameters

RRPP
PROGRAM PARAMETERS

1.) This program is intended to cover the manufacturers, contractors, and wholesalers that supply goods and services to the railroad industry. The Hartford will not be covering the operations of railroads themselves.

2.) Each account will be underwritten on its own merits.

3.) All underwriting authority and policy administration functions will be handled by The Hartford’s Middle Market Programs Division.

4.) The program is not available in Alaska, Hawaii, Indiana, or Lousiana.

5.) Monoline automobile coverage will not be provided.

6.) All new written accounts will be subject to satisfactory Loss Control surveys and satisfactory compliance with Loss Control recommendations.

7.) The owners must be actively involved in the business.

8.) New ventures (less than 3 years old) will be considered only when the owner has had significant prior industry experience.

9.) Firms that exclusively perform design work for others will not be eligible for the program.

10.) No more than 50% of receipts should emanate from doing welding or design work for others. We will attach the Designated Professional Services Exclusion.

11.) All accounts must be primarily railroad related in performing services or supplying goods to the railroad industry (Stand-alone Railroad Protective Liability is not available unless the primary GL is written with The Hartford).

12.) Businesses with the following conditions or exposures will NOT be eligible for this program:

  • Any business which is primarily a distributor or retailer.
  • Any product or its component parts not meeting or exceeding the applicable U.S. Safety Standards.
  • Manufacturing risks, which are installing, servicing, rebuilding, retrofitting, and repairing machinery or equipment, which they did not manufacture or sell.
  • Any business graded below standard for quality control procedures by our loss control department.
  • Manufacturers of aircraft products.
  • Manufacturing of machinery or equipment where the end use is in the nuclear, missile, or aerospace industries.
  • Manufacturers/wholesalers of valves may be deemed ineligible if we cannot verify the end use of the product.
  • Railroad signalization/communication, structural work on railroad bridges or tunnels, excavation requiring blasting, or work on electrified railroads.
  • Underwriting guidelines prohibit vegetation maintenance work in the Program. If “maintenance” of vegetation along the rail line is part of the risk’s contracted services – the risk will not be eligible for the RRPP Program. Those risks that would be considered are only those where "clearing of right of way" is required for our insured to gain access to complete THEIR work on the track area.

13.) We will require 30 days lead time prior to the date that you need your quote proposal or 60 days when loss control is required to allow the time necessary for loss control and underwriting of the account. We will require The Hartford loss control inspections prior to release of a quotation.
